Reviews solicitations, proposals, bids and contract modifications that are complex in nature.

Monitors and reviews assigned contracts to make certain requirements, special provisions, terms and conditions are in compliance with appropriate laws, regulations, firm policy and procedures.

Develops and maintains relationship with government contracting officers and internal project teams.Key Responsibilities:Responsible for federal contracts from inception through close out.

This includes but is not limited to:* Makes certain contracts are in compliance with firm policies and procedures, as well as, federal, state and local reporting requirements; includes compliance with government standards and practices such as Defense Contractor Audit Agency “DCAA” and Federal Acquisition Regulation ” FAR” requirements* Reviews and manages contractual obligations of the parties and provides continual review to ensure that all terms and conditions are met* Drafts and reviews Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), subcontracts and Requests for Proposal to subcontractors* Drafts complex contractual documents to include, contract modifications, subcontract modifications* Assess issues and risks and provides guidance and alternate solutions to assigned contracts’ business unit along with consulting with legal and other sections of the firm* Manages the assignment of the proposal management team in order to make certain contract compliance is maintained according to agreement standards* Monitors and evaluates changing federal contract requirements and industry trends and applies to contracts assigned* Acts as technical resource for complex contracts* May assist in formulating answers from internal constituents and providing guidance on conflicts of interest, security clauses and government requests* Work with Finance team to ensure proper contract value, funded value, timekeeping, billing and any other financial requirements are met* Update and maintain Contract Management (CM) system; and participate in evaluation, selection and implementation of new CM system* Develops recommendations for process changes, enhancements and changes to improve efficiency* Applies advanced principles and concepts in relation to government sector* Review, analyze and assess request for proposals/quotes and the terms and conditions* Use of independent judgment and thinking applied to resolution of contract issues* Expected at times to accomplish work through subordinate professionals* Works independently on complex projects* Receives general direction rather than supervision* Work is reviewed only for results obtained* May supervise and/or manage training and development of team members* Extended hours maybe requiredQualifications, education and certification:* Bachelor or graduate degree or equivalent of on the job experience* Approximately 8-10 years of experience; 4-6 years in contract administration preferred* Excellent oral and written communication skills* Excellent working knowledge of contract concepts and Federal Acquisition Regulations* Strong working knowledge and application of firm policies and procedures* Strong executive presence* Demonstrated project management skills & ability to manage complex multiple projects* Excellent negotiation and influencing skills* Ability to build relationships and create networks* Leadership/Natural authority* Ability to obtain and maintain a security clearanceEY provides equal employment opportunities to applicants and employees without regard to race, color, religion, age, sex, sexual orientation, gender identity/expression, national origin, protected veteran status, disability status, or any other legally protected basis, in accordance with applicable law.
