Job SummaryASSIGNMENT DESCRIPTION: S&T Programmatics Officers apply technical and programmatic management expertise to investigate Government and industry R&D programs, determine resource requirements, and direct activities that create customized methodologies and products to address a variety of geospatial-intelligence problems.

They recommend ways to facilitate technology transfer and insertion and may develop multiple intelligence-related products and methods.

They collaborate with Scientists and other experts to research advanced solutions, test products and methods, and develop new capabilities and associated tradecraft.

The Senior Technology Transition Specialist will serve as the primary interface on transition-related discussions and activities between Research and the NGA Integrated Program Offices (IPOs) and mission offices.

They will assist NGA’s researchers in aligning R&D to customer needs and facilitating adoption of technology solutions.

Specific duties include:* Develop and execute strategies to maximize return on NGA research and development (R&D) investments by aligning R&D to customer needs and facilitating adoption of technology solutions.* Develop, maintain, and expand internal NGA relationships and external Intelligence Community (IC) and Department of Defense (DoD)relationships, to become a trusted advisor for identification, evaluation, specification, development, testing, and deployment of technologysolutions to NGA, IC and DoD GEOINT challenges.* Lead Engagements with NGA, other IC, and DoD components to convey information about emerging technology capabilities from NGA Research.* Identify opportunities for collaboration within NGA and with other IC or DoD research organizations, industry or academia for solution design and development.* Facilitate communication and collaboration between customers and NGA Research continually throughout the duration of R&D projects, amending project plans as customer needs and technical capabilities evolve.* Provide technical, business, and programmatic expertise to assist the Transition Lead in the assessment of technology transition plans drafted by NGA Research scientists.The Senior Technology Transition Specialist will identify and track risks to the successful transition for projects within their portfolio; theportfolio will be aligned to one of the three Research Offices and respective Pods.

The position will be responsible for the development andcoordination of Technology Transition Agreements (TTAs) and related Program Build activities for projects within the designated portfolio.

Theprofessional will contribute to policy development for transition and collaborate with key stakeholders in Integrated Program Offices,Research Pods, Mission Management, and Resource Offices to communicate and coordinate transition activities.

Education: Bachelor’s degree in Engineering, Optics, Mathematics, Physics, Biology, Chemistry, Geology, Earth Science, Computer Science, Data Science, Multi-Media, Social Sciences or in a related discipline that included 24 semester hours in those fields or Artificial Intelligence/Machine Learning, Cybersecurity, Geographic Information Systems, Remote Sensing, Data Analysis/Visualization, Math, or Computer Science.

Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework listed in option A, plus experience that demonstrates the ability to successfully perform the duties associated with this work.

As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience.

Candidates should show that their combination of education and experience totals to 4 years.

Demonstrated experience working on R&D projects within an organization, the DoD and/or IC.2.

Demonstrated experience applying analytical and evaluative techniques to identify, consider, and assess technologies for maturity, cost, and supportability, as well as working knowledge of Government and industry technology transition best practices.3.

Demonstrated experience supporting successful technology transitions with external customers.4.

Demonstrated experience constructing and managing R&D programs in accordance with the Heilmeier criteria, as well as drafting statements of work, deliverables requirements documents, and realistic program milestones for R&D programs.5.

Demonstrated experience evaluating cost and schedule realism of R&D proposals, monitoring program financial performance and managing cost/schedule risks.6.
