Job Overview

JDSAT is an Operations Research and Data Sciences firm currently seeking an enthusiastic, self-driven, and experienced Management Analyst to support Veteran’s Affairs in improving organizational management processes and systems across a range of functions and domains.

The qualified candidate will be a balanced professional trained and experienced in organizational human capital analysis, defining business requirements, and analyzing business processes while also possessing an understanding in the areas of data analysis and visualization.

The qualifying candidate will have a Bachelor’s degree in one of the following fields (Business Management, Administration, Economics, Statistics, Finance, Analytics, Data Analysis, Business Analysis, Computer Science, Industrial Engineering, or related field) with at least 4-6 years of field experience.

The ideal candidate will display superb balance of technical and non-technical skills, including ability to frame and solve problems, identify and understand requirements, develop solutions, communicate to decision makers and team members, and adapt in a fast-paced professional environment.

This position requires a SECRET clearance or demonstrated ability to obtain such clearance.

Responsibilities

Perform data collection and studies that identify and validate human capital requirements to perform organizational functions. 

Apply quantitative and qualitative analytical techniques that identify, validate and evaluate current and proposed organizational structures and manpower requirements.

Analyze human capital functions and tasks to align processes, policies, and manpower requirements and identify opportunities for organizational efficiency.

Conduct workforce requirement studies that identify and validate organizations mission, functions and tasks, workforce requirements, and organizational structure design. 

Provide manpower recommendations for efficient and effective usage of government civilian and contractor resources. 

Prepare professional products, reports, and papers to support team activities, including helping teams develop the stories and messages needed to distill complex information into actionable plans.

Prepare and communicate presentations and lead client working groups and government senior-level staff engagements.

Provide senior staff consulting on recommendations derived from workforce studies.

Collect, transform, and conduct exploratory analysis and visualization of data to support project needs.

Provide technical and non-technical communication support to project staff.

Requirements

Required Skills and Abilities

Bachelor’s degree in Business Management, Administration, Economics, Statistics, Finance, Analytics, Data Analysis, Business Analysis, Computer Science, or Industrial Engineering, or related field.

Minimum 4-6 years applied work in relevant field as described above.

Experience gathering and analyzing business requirements (processes, systems, policies, information management tools, etc).

Experience with organizational workforce analysis to align processes, policies, and manpower requirements and identify opportunities for improvement.

Experience conducting workforce requirement studies, manpower planning, or organizational analysis as it relates to the missions, functions, and tasks of the organization. 

Experience performing data collection and studies that identify and validate the workforce requirements for organizational functions. 

Superior interpersonal, presentation, and communication (verbal and written) skills and be comfortable leading working groups and government senior-level staff engagements.

Advanced Proficiency in Microsoft Office Products to specifically include: Word, PowerPoint, and Excel (to include advanced formulas).

Consulting experience balancing technical and non-technical functional roles.

Experience using Microsoft Excel for data analysis and visualization.

Ability to assist in analyzing complex systems and processes.

Possess or be able to obtain an active Secret-level security clearance.

Desired Skills and Abilities

Experience working with the Federal Government.

Experience in data analysis and data visualization using common MS Office products, such as Excel, Powerpoint, or PowerBI.

Experience extracting and transforming data using common MS Office products, such as Excel, or standard query language (SQL).
