Job SummaryASSIGNMENT DESCRIPTION: Systems Engineers apply a structured approach to design and implementation of systems and processes.

They capture and translate mission and customer requirements in order to transform them into capabilities, testing, and validation of services.

Systems Engineers analyze and allocate requirements to systems architecture components and oversee the development, testing, and validation of systems and services.

They also coordinate the integration of systems and services into enterprise architecture and oversee deployment.Additional Job InformationADDITIONAL INFORMATION: The Analysis Services Integrated Program Office (IPA) is responsible for implementing, delivering, and sustaining the integrated analytic tools, technologies, and services needed to create GEOINT data and enable analysis of the highest quality in support of the multi-faceted analytic mission.

This work is accomplished through an agile development process that begins with the identification and documentation of the NSG’s mission needs and user experience expectations, and then proceeds through the design, implementation, validation, delivery, and sustainment phases of the capability life-cycle.

This process leverages the continuous involvement of the users, IPA Architecture & Engineering Team, and IPA Program Management Offices (PMOs).Job duties may include, but are not limited to:* Gather, consolidate, and prioritize multi-organizational requirements.* Define Solution Epic Lean Business Cases, Solution Epic Minimum Viable Products, Program Epic Minimum Viable Product Features, andassociated system requirements.* Understand and support implementation of agile development practices.* Support creation and maintenance of “to-be” solution architecture, time-phased implementation roadmap, holistic set of mission-based effectivities, and agile development artifacts needed to support development and integration efforts.* Perform analyses of alternatives to determine best value to the government for potential technologies and/or solution architectures.* Identify cross-program dependencies and work across the organization and with multiple program offices to coordinate their inclusion andtime-phasing with the appropriate program baselines, consistent with the needs of IPA.* Maintain awareness, and provide oversight of the development, integration, testing, and sustainment of mission capabilities to validate that they are interoperable and provide the functionality, performance, and usability required to satisfy the end users’ mission needs.This position may be eligible for an INCENTIVE: selected candidates may be offered an incentive as part of the offer of employment, based on budget availability.

Education: Bachelor’s degree or higher from an accredited college or university in Computer Science, Computer Engineering, Engineering, Engineering Management, Information Science, Information Systems Management, Information Technology, Mathematics, Operations Research, Statistics, Technology Management, System Engineering, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in Information Technology, systems planning, research, development, engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work.

As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience.

Candidates should show that their combination of education and experience totals 4 years.

Experience: A minimum of 4 years of experience in Information Technology, systems planning, research, development, engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work.

New Acquisition Workforce members or current members transitioning to a new acquisition career field or higher skill level have 24 months to achieve certification.

– Relevant Competencies: IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.Highly Desired QualificationsQUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:1.

Demonstrated experience as a Project Manager.2.

Demonstrated knowledge and experience with DoD and intelligence community activities, functions and organizational structures.3.

Demonstrated experience with Amazon Web Services cloud infrastructure technology, implementation, and migration of legacy systems and software to cloud environments.4.

Demonstrated experience implementing the systems engineering and requirements supporting Agile Develop processes and employing automated engineering tools in support of these efforts (e.g.

Confluence, Jira, Redmine).5.

Demonstrated understanding of DoD 8570 Information Assurance Manager Level 1 Certification.Additional Job RequirementsYou must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information.

In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information.

All employees are subject to a periodic examination on a random basis in order to determine continued eligibility.

Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility.
