Knowesis is currently seeking a Human Resources Specialist (HRS) in support of the Office of The Surgeon General (OTSG) and United States Army Medical Command (MEDCOM) National Capital Region Headquarters located in the Defense Health Headquarters, Falls Church, VA.

The HRS Performs a variety of administrative and advisory duties which involve the daily operational oversight and implementation of civilian personnel related program functions and require extensive coordination for the Office of The Surgeon General (OTSG) and the Head Quarters U.S.

Army Medical Command (MEDCOM), management officials, supervisors, hiring officials, servicing Civilian Personnel Advisory Center (CPAC) Human Resource (HR) Specialists, and other representatives of the organization.

This position requires a SECRET clearance and requires U.S.

Citizenship (applicants without proof of US citizenship will not be considered due to the position’s security clearance requirement) Specific Duties and responsibilities include but are not limited to:+ Apply Military HR rules, regulations, procedures, and/or operations pertaining to the management of military officer or enlisted Soldier resources.+ Serve as the Operations Officer and primary POC for all human resources taskings on behalf of MEDCOM HQ.+ Review new operations, fragmentary orders, regulations, and policies to identify the impact and proper procedures for local implementation.+ Serve as representative for military and civilian personnel, and their family members, ensuring all personnel is accurately accounted for and providing status updates as required.+ Maintain oversight on special projects and major human resources policy changes to identify potential impact on organizational staffing, management, and mission requirement of MEDCOM HQ.+ Provide program management and executive officer support for daily internal operations in order to maximize the effectiveness of senior staff in executing their program and related administrative responsibilities.+ Facilitate executive level activities to include developing operational briefings, logs of taskings/suspense dates, and local supplements as required to regulations, directives, and command guidance.+ Develop and present decision briefs and recommendations using the Military Decision-Making Process (MDMP).+ Develop plans, schedules, agendas, and itineraries, and coordinates associated actions to ensure smooth operations and implementation of approved plans.+ Serve as liaison between the MEDCOM, Regional Health Commands (RHC), and HRC through the preparation and conduct of recurring and special military human resources meetings and conferences.+ Perform other duties as assigned.Required Experience:Skills & Qualifications:+ 3-5 years of relevant Human Resource experience and knowledge.

+ Knowledge of military human resources management concepts and principles to perform a variety of work in various military and civilian HR specialty areas.+ Knowledge of Army Regulations (ARs), Military Human Resources Regulations, Civilian/Military Finance Regulations, and other applicable directives pertaining to human resources to advise and assist supervisors, and employees in the interpretation and application of the guidance to military human resource issues.+ Knowledge of civilian and military systems and databases sufficient to research information, create reports or compute statistics on various civilian and military human resource issues.+ Knowledge of various regulations, laws, policies, and guides affecting medical and administrative functions and their relationship to MEDCOM & OTSG civilian workforce.+ Skill in gathering, analyzing, and coordinating information to develop and maintain charts, listings, databases, rosters sufficient to monitor civilian and military human resource matters and prepare reports or compute statistics on the same information.+ Skill in written and oral communication to prepare and present information in the required format.+ Demonstrates abilities and success with identifying and addressing client needs: actively participating in client discussions and meetings; communicating a broad range of firm services; preparing concise, accurate documents.+ Experience with using Microsoft SharePoint portal sites and providing document management support.+ Must be organized, self-motivated, and able to multitask in a fast-paced and dynamic work environment.+ Demonstrated ability to excel both independently and as a team member in a lively, collaborative environment.+ Proficiency in Microsoft Windows, MS Project, MS Office, and Excel.Preferred Qualifications:+ Experience with the DoD, ideally within the Military Health System and/or US Army Medical Command (MEDCOM)Education: Bachelor’s Degree in Business, Human Resource Management, Communications or a related field from an accredited college or university.

Location: Falls Church, VA.

This position requires on-site work for all or a portion of the work to be performed.

The successful candidate will reside in the local area or relocate within 15 days of the start date.
