Vice President, Operations and Finance

The Virginia Tourism Corporation (VTC) is seeking a Vice President of Operations and Finance.  Reporting to the VTC President and CEO, this position is responsible for managing the organization’s general Administration, Fiscal, and Strategic Planning functions. The Vice President of Operations and Finance will manage the budget process, from developing appropriation requests to planning and executing the budget and monitoring/approving expenditures to ensure compliance with applicable state and federal fiscal requirements; and develop procurement, travel, and other internal policies and ensure compliance. This position will develop and execute the organization’s internal controls as well as monitor and interpret external administrative policy directives and procedural requirements. In addition to Fiscal responsibilities, the Vice President of Operations and Finance will coordinate with the Virginia Economic Development Partnership HR Director regarding Human Resources issues; represent VTC at in-state travel association meetings and national conferences; and give presentations on VTC programs to officials.

The Vice President of Operations and Finance must have extensive experience in budgeting and fiscal management, complemented by familiarity with the state legislative process and general administrative and agency support services. He or she must have considerable knowledge of state budget and finance policies, procedures, and systems; strategic planning in state government; public and/or private practices in procurement; and a working knowledge of federal grant systems and procedures. Knowledge of public and/or private human resources policies and procedures a plus. The successful applicant must have the demonstrated ability to work effectively with agency management and employees, central agency staffs, government officials, and legislative committees as well as private sector executives, consultants, and vendors. He or she must possess strong written and verbal communication skills and be able to make presentations on behalf of VTC. Considerable experience in supervising employees and a proficiency using office technology in a PC environment and the Microsoft Office Suite is strongly preferred. 

The Vice President of Operations and Finance should have a master’s degree or equivalent combination of training and experience in accounting, economics, business, public administration, planning, statistics, or similar degree. A valid driver’s license and U.S. passport or ability to obtain one is required. We offer a competitive salary with a generous benefits package.
