General Definition of Work
Performs difficult professional and administrative work administering, coordinating the finance and human resources activities of the District, providing support to the Director of Finance and Human Resources to ensure the efficient operation of the school district; assisting and working with budget; handling local, state and federal reporting, and related work as apparent or assigned.

Work is performed under the general direction of the Director of Finance & Human Resources.

Departmental supervision is exercised over Human Resources Specialist, Accounts Payable & Receivable Technician, and Payroll Specialist.

Essential Functions
Directs the District’s HR functions in accordance to district policies and state and federal laws.
Provides recommendations on hiring, terminating, promoting/demoting, suspending, and adjusting grievances; assigns, leads, trains, and inspects the work of staff; rewards and disciplines; coaches, counsels, and evaluates staff performance; develops staff schedules; ensures deadlines for the department are met; supervises daily operations.
Ensures HR processes and payroll are processed accurately and timely.
Coordinates the activities of the district benefit committee.
Coordinates and manages the District’s Affordable Care Act (ACA) reporting.
Reconciles payroll liability accounts on a regular basis and for audits.
Directs the implementation for compliance with the pay equity system.
Assists with negotiations.
Oversee new employee orientation; monitors staffing levels for all employee groups.
Verify compliance of certified staff licensure.
Assist in compliance for discrimination or sexual harassment issues including receiving, investigating, and responding to complaints.
Manages procedures regarding teacher tenure law including evaluation of probationary staff, leaves of absence, teacher suspension, and/or termination.
Works closely with legal counsel to ensure that staff and student issues are handled correctly
Develops processes and evaluations the performance of teachers and other staff in collaboration with Assistant Superintendent of Teaching & Learning.
Participates in the District’s budgeting process.
Prepares the salary and benefit portion of the District’s budget for review by the Director of Finance & Human Resources.
Prepares and maintains salary and benefit operational budget for efficient and accurate retrieval of salary and benefit information for a variety of purposes.
Ensures the financial system accurately reflects the board-approved budget.
Processes budget transfers as requested.
Prepares budget reconciliation for annual audit.
Prepares various salary and benefit costing scenarios for administrators as requested.
Works with Director of Buildings & Grounds, Director of Transportation, and Director of Food & Nutrition Services on department budget development.
Prepares various financial analysis and reports.
Prepares negotiation-costing models and information related to internal and external data requests.
Serves as financial liaison for Runestone Area Education District and Central MN Educational Telecommunication System.
Administers the financial portion of the District.
Prepares bank reconciliation for the District bank accounts’ federal grants.
Maintains the District’s financial accounting records in compliance with Uniform Financial Accounting and Reporting Standards (UFARS).
Participates in the Annual Audit and prepares audit work papers for payroll, benefits, and grants.
Performs other duties as assigned or requested including attending professional development opportunities, meetings, in-services, and workshops.

Knowledge, Skills and Abilities
Thorough knowledge of human resources laws, rules, regulations, requirements and guidelines; thorough knowledge of personnel practices and procedures, including recruitment and selection, wage and salary administration and professional licensure; thorough knowledge of UFARS; thorough knowledge of organizational structure; thorough knowledge of staffing, investigations, counseling techniques, and methods used in personnel administration; thorough knowledge of School District organizations, functions, operations, and jobs; thorough knowledge of the general laws and administrative policies governing school budgeting and financial practices and procedures; thorough knowledge of union contracts and working agreements; thorough knowledge of standard office and specific (HR database, state database, and district-wide employee database) software applications; thorough knowledge of payroll and accounting procedures; thorough knowledge of automated accounting and payroll systems.
Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in developing and executing administrative procedures, management practices, and leadership.
Ability to follow complex oral and written directions and to prepare complex fiscal reports; ability to work within and encourage a diverse work environment; ability to promote courteous customer service relations; ability to make mathematical computations; ability to present ideas effectively, both orally and in writing; ability to plan and direct the work of an operating department; ability to plan and supervise the work of others; ability to prepare and administer personnel policies, practices, and procedures; ability to establish and maintain effective working relationships with associates, consultants, elected officials, local businesses and community groups, outside agencies, school officials, union representatives, vendors, and the general public.

Education and Experience
Bachelor’s degree with coursework in business, human resources, or related field and considerable experience in accounting or human resources work, preferably for a school district, or equivalent combination of education and experience.
Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g.

business office, light traffic).
Special Requirements
Obtain Negotiations, School Law, and Uniform Financial Accounting and Reporting Standards (UFARS) training within six months of hire.
Valid driver’s license in the State of Minnesota.
